Notice of the People's Government Office of Changning County on Further Carrying Out the Interception and Control of Citrus Huanglongbing and Citrus Canker
To the people's governments of all townships and towns and relevant county-level departments:
Citrus huanglongbing and citrus canker are agricultural plant quarantine pests with extremely strong infectivity and are devastating in citrus production. In recent years, citrus huanglongbing and citrus canker have shown an accelerating trend of introduction, spread and expansion in our province. In 2017, many places in our province found that introduced seedlings and stumps carried citrus huanglongbing and citrus canker, seriously hindering the development of the citrus industry. In accordance with the spirit of the Notice of the Agriculture Department of Sichuan Province on Further Carrying Out the Interception and Control of Citrus Huanglongbing (Sichuan Agriculture Letter [2018] No. 50) and the Notice of the Office of the Agriculture Department of Sichuan Province on Convening the Provincial Promotion Meeting on Interception and Control of Citrus Huanglongbing in Key Areas (Sichuan Agriculture Office Letter [2018] No. 3), and in order to effectively strengthen the interception and control of citrus huanglongbing and citrus canker and effectively promote the safe, healthy and sustainable development of the county's citrus industry, the relevant work is hereby notified as follows.
I. Strengthen organizational leadership and fully implement territorial responsibilities
The prevention and control of citrus huanglongbing and citrus canker concerns the safety of the county's citrus industry development, is crucial to winning the battle against poverty and increasing the income of the broad masses of farmers, and has far-reaching significance and heavy responsibilities. All townships and towns must raise their political stance, conscientiously fulfill their main responsibilities, fully understand the severe situation of citrus huanglongbing and citrus canker prevention and control, further enhance their sense of responsibility and urgency, and place the prevention and control of citrus huanglongbing and citrus canker in a prominent position. Citrus huanglongbing and citrus canker are national quarantine pests. Our county has established a leading group for the interception and control of citrus huanglongbing, citrus canker and other agricultural pests, headed by the deputy county magistrate in charge (see Annex 2), for unified command and unified coordination. All townships and towns and relevant county-level departments must organize prevention and control according to law, effectively strengthen government leadership, implement prevention and control responsibilities, and in accordance with the principle of “territorial management, hierarchical responsibility”, ensure that each locality fulfills its duties, implements measures level by level, and fully guarantees the carrying out of epidemic monitoring, psyllid control, seedling management and other work, so as to ensure that prevention and control work is carried out effectively, in an orderly manner and efficiently.
II. Carry out extensive publicity and training to form a powerful synergy for epidemic prevention and control
The prevention and control of huanglongbing and canker is highly professional, mandatory and sensitive, and cannot be separated from the promotion of the people's governments of all townships (towns) and the participation of farmers. All townships and towns should use various publicity resources such as meetings, training, television, bulletin boards, and distribution of plain-language leaflets to carry out publicity at multiple levels, through multiple channels and in multiple forms, so that the broad masses of fruit growers can effectively enhance their awareness of crisis and prevention, improve their consciousness, initiative and enthusiasm for epidemic interception and control, form broad consensus, and create a social atmosphere of broad participation. Technical training must be carried out solidly, training on the key technologies of investigation, handling, prevention and control down to every township, village cadre and farmer, to ensure that epidemic investigation, psyllid control and epidemic handling are effectively in place.
III. Strengthen law enforcement inspections and strengthen quarantine supervision of citrus seedlings
Planting citrus seedlings, scions and stumps that do not carry pathogens is an important way to stay away from the epidemic. The Plant Protection and Quarantine Station of the Agriculture Bureau and the Comprehensive Agricultural Law Enforcement Team will from time to time jointly carry out special inspections of citrus seedling quarantine law enforcement. All townships and towns must assign personnel to cooperate, focusing on inspections of seedling production bases, wholesale markets, newly built citrus planting bases, and orchards being replanted or replanted to fill gaps. Illegal production, transportation and sale of citrus seedlings will be dealt with severely in accordance with the Sichuan Provincial Plant Quarantine Regulations and other laws and regulations.
IV. Strengthen general survey and prevention and control, and make every effort to prevent the epidemic from entering our county and spreading
Our county belongs to the “main citrus production area”, so it is necessary to strengthen general survey and prevention and control and strictly prevent stumps, seedlings and scions from epidemic areas and high-risk areas from entering our county. In particular, townships and towns that have introduced and planted citrus stumps and seedlings in the past three years must regularly organize epidemic investigations, so as to ensure that “no village is missed by the township, no group is missed by the village, no section is missed by the group, no orchard is missed by the section, and no plant is missed by the orchard”, ensuring that no dead corners are left and that hidden epidemic dangers are thoroughly eliminated. When all townships and towns discover stumps, seedlings or scions transferred into our county from epidemic areas and high-risk areas, they shall immediately report to the Plant Protection and Quarantine Station of the County Agriculture Bureau and handle them in accordance with the Plant Quarantine Regulations.
V. Strengthen safeguard measures to ensure the smooth carrying out of interception and control work
(1) Funding guarantee.
According to Article 16 of the Sichuan Provincial Plant Quarantine Regulations, “the general survey of plant quarantine objects and the control and elimination of major epidemics shall be organized by local people's governments at all levels, and their expenses shall be included in fiscal arrangements.” All townships and towns should actively seek funding to carry out general survey and prevention and control work.
(2) Strict assessment and supervision.
All townships (towns) must refine their work plans, press responsibilities down level by level, conscientiously organize and implement all work measures, and ensure that monitoring and prevention and control work is advanced effectively, in an orderly manner and efficiently. The County Party Committee and County Government Supervision and Target Office shall include the interception and control of citrus huanglongbing and citrus canker in target performance assessment, organize the County Agriculture Bureau and other departments to strengthen supervision of responsible townships (towns) and responsible units, and ensure that all measures and tasks are implemented in place. Units or individuals that fail to complete interception and control tasks on time or that are dilatory, pass the buck, make false reports, omit reports or conceal epidemics shall be criticized in a notice, disqualified from evaluation as excellent or advanced, and held accountable according to law.
