A citizen living in a residential community near the Technical College in the Shihezi Development Zone called the police station of the Shihezi City Public Security Bureau at the vocational college to report: a household in the community was keeping many dogs, and the pack barked day and night, seriously affecting the normal lives of residents in the community.

Upon learning of this situation, the police officers of the vocational college police station immediately went to investigate and handle it. But during the investigation, the officers found two animals among the dogs that were clearly not dogs. Unable to confirm what they were, the officers contacted the Forest Public Security Bureau of Shihezi City under the Eighth Division. After identification by the officers of the Forest Public Security Bureau, it was determined that these two unidentified animals were both female wolves, already five months old, and were being kept in a small enclosure less than one meter high.

According to Liu, the wolf keeper, he bought these two female wolves four months ago from Altay at a price of 4000 yuan each, intending to raise the wolves and crossbreed them with his own dogs to breed wolfdogs, because wolfdogs fetch a higher price.

Zhao Ming, director of the Shihezi City Forest Public Security Bureau, introduced that wolves belong to the “national three-have protected animals” (that is, wildlife protected by the state that is beneficial or has important economic or scientific research value), and are strictly prohibited from being kept by individuals. If domesticated, a “domestication and breeding license” must be obtained. If one wants to develop and utilize artificially bred individuals, a “business license” must also be obtained. Zhao Ming said, however, that wolves are high-risk wild animals and are not allowed to be kept by individuals. Moreover, Liu kept them in a residential community, and the breeding environment was poor, which would inevitably pose a threat to the safety of residents in the community.

According to the relevant provisions of the Wildlife Protection Law of the People's Republic of China, the Shihezi City Public Security Bureau under the Eighth Division imposed the corresponding administrative penalty on Liu and confiscated the two wolves he had illegally kept.

At present, the two underage female wolves are being kept at the Wildlife Rescue Center of the Forest Public Security Bureau of Shihezi City under the Eighth Division. Zhao Ming said that because these two wolves are still too young, releasing them into the wild might mean they could not survive, so the rescue center will keep them until they are capable of being released, and then release them into a suitable living environment.

Through this case, Zhao Ming wants to remind the general public that without permission, no individual or unit is allowed to domesticate wild animals; secondly, in densely populated residential areas, it is strictly prohibited to keep high-risk wild animals such as wolves and foxes.
