According to Article 351 of China's Criminal Law: illegal cultivation of opium poppy, cannabis and other narcotic source plants shall all be forcibly eradicated.

Illegal cultivation of opium poppy, cannabis and other narcotic source plants shall all be forcibly eradicated. Under any of the following circumstances, the offender shall be sentenced to fixed-term imprisonment of not more than five years, criminal detention or control, and shall also be fined: (1) cultivating more than 500 but fewer than 3,000 opium poppy plants or a relatively large quantity of other narcotic source plants; (2) cultivating again after being dealt with by a public security organ; (3) resisting eradication. Whoever illegally cultivates more than 3,000 opium poppy plants or a large quantity of other narcotic source plants shall be sentenced to fixed-term imprisonment of not less than five years, and shall also be fined or have property confiscated. Whoever illegally cultivates opium poppy or other narcotic source plants and voluntarily eradicates them before harvest may be exempted from punishment.
Article 352 of the Criminal Law: Crime of illegally buying and selling, transporting, carrying or possessing seeds and seedlings of narcotic source plants
Whoever illegally buys and sells, transports, carries or possesses a relatively large quantity of seeds or seedlings of opium poppy and other narcotic source plants that have not been inactivated shall be sentenced to fixed-term imprisonment of not more than three years, criminal detention or control, and shall also or only be fined.
